Alert Player install from US

A DIY user sent along some info about work they have done to support emergency CAP alerting in the United States. Nice work! We have since requested an MOA from FEMA to continue testing and development and informed in order to use IPAWS you must be located in the Unites States or be associated with some part of the US government or a States government.
