International CAP Applications

Our software is built using the Common Alerting Protocol (CAP) and is compliant with the ITU x.1303 specification managed by OASIS, an international standards organization that defines emergency alerting. OpenBroadcaster’s emergency messaging solution is developed to meet existing regulatory requirements regarding emergency alerts. OpenBroadcaster’s EAS emergency alert system facilitates the broadcast of unattended priority messages through audio and visuals based on the Common Alerting Protocol, the world standard for transmitting priority messages. OpenBroadcaster provides its public emergency alerting solution either as a complete turnkey integrated broadcast solution, packaged along with our broadcast automation, media asset management and other core services, or as a stand-alone box that works with any station setup. Indigenous languages are supported within the framework of our EAS emergency alert automation via audio and text alerts. Standard geographical classification location geocodes rely on a numeric code to identify discrete areas, based on census districts. Alerts are only issued for regions and neighborhoods that match the alerting regions’ geocodes. For stations using more traditional setups, EAS alerts are injected into the broadcast chain by connecting a device (such as a transmitter) to the EAS encoder/decoder. The EAS encoder/decoder then transmits the alert signal to the broadcast chain, where it is picked up by the station’s receivers and transmitted to the public.

CAP Audio Alerts

The CAP Audio Alerts onboard system provides an analog stereo 1/8 mini output for audio alerts. When a valid alert is broadcast, the GPIO trigger reverses the DTR voltage RS232, switching an external relay. The BARIX Exstreamer at the radio transmitter uses a priority port for incoming stream of emergency messages. Additionally, Silence Detection using external third party hardware can be used to sense the signal coming out of the Alert Player and mechanically switch a relay. Finally, an integrated AXIA Digital AoIP (Audio over IP) Console senses an ondemand Livewire stream of alert in conjunction with the Qor‘s GPIO, switching channels in the broadcast chain console while the EAS is in progress and switching back upon completion.

CAP Visual Alerts

Our solution allows for normal visual alerts to be displayed on over the air TV, Cable TV and digital signage applications. When there is a valid EAS alert, a red scrolling overlay will display the text of this message with accompanying audio. We also have options for onboard local video with (HDMI, DisplayPort or DSUB) displays to display an overlay when a valid CAP message is being broadcast, a GPIO trigger using RS232 when alert messages are played to switch CATV channels on digital cable head ends, and configuring streaming media servers to detect new mount points of on demand streams.
